Ralph was born in Gouverneur, New York, a son of the late Louis and Lottie Washburn. He retired from the U.S. Air Force.
Surviving are his wife of 42 years, Kathleen Wilson Washburn; a daughter, Jacqueline Lewis of Willis, Texas; son, Tim (Lynn) Washburn of New Carlisle, Ohio; stepdaughter, Anita Watford of Timmonsville; stepson, Kent (Anne) Tyler of Sumter; 10 grandchildren; 13 great-grandchildren; and four great-great-grandchildren.
